Spies, strategies and missed opportunities: How the lessons of 9/11 are still being learnt

Good evening. On September 11, 2001, the US lost 2,977 lives when the CIA and FBI had but failed to connect warning signs. The 9/11 Commission blamed imagination, policy and management failures. Since then, intelligence sharing has grown – the UK’s fusion centres and the U.S. National Counter‑Terrorism Center. Yet the 2003 Iraq war was built on flawed intelligence, and MI5 missed the 2005 7/7 London bombings. Today, Western agencies face new state threats from Russia, Iran and China, whose rise the intelligence community still misreads.
