Commerce Secretary Howard Lutnick told NBC that a $5,000 dividend for every adult would not come from tax dollars. He said the administration could raise the funds through a new visa program that could generate up to $500 billion from wealthy visitors paying as much as $5 million. Trump’s proposal, which could cost as much as $1 trillion, faces criticism amid a $40 trillion national debt. Lutnick added that tariff revenue or a congressional reconciliation plan might also help cover the cost.
